For years, Town Manager Tom Hall has requested funding in the operating budget to hire someone to help analyze the town budget, pursue grants and oversee town-wide purchasing to, in part, replace a position that was lost in 2011. Town Councilor Chris Caiazzo, who sat in on the second and final round of interviews, said it was a tall order to find an individual, but Crockett “is going to be a great catalyst for some of the things we are asking the assistant town manager to do.”
Caiazzo said Crockett has “a great mix” of financial experience and town government and policy experience needed for what town officials envision the assistant town manager role to be and is “intelligent, motivated and willing to take on new tasks.”
According to an email Hall sent to councilors regarding the hire, Crockett has more than nine years of local, regional and state government experience, most recently as chairman of Acton’s Town Warrant and Finance Committee.
“In her role with the town of Acton, Larissa reviewed and analyzed the proposed town and school budgets, as well as all warrant article,” Hall wrote. Hall notes as one of Acton’s three elected officers, Crockett “shared responsibility for the day-to-day operations of a $2.2 million municipal budget, six town departments employing 15 people and oversight of numerous town committees and volunteers.” Pratt has also been involved with Acton’s selectboard, assistant to the town clerk and a member of the planning board and comprehensive plan implementation committee.
As part of her work in Acton, Crockett also made tax abatement decisions, set the annual tax rate and served as a representative to the Maine Municipal Association’s Legislative Policy Committee.
“Her immediate impact will be with finances to grasp the metric decisions we’ve been having in finance committee and help guide us through the process,” Caiazzo said.
Crockett, who recently earned a master’s degree in policy, planning and management from the Muskie School of Public Service at the University of Southern Maine, will start her new post on Monday, Oct. Now that the assistant town manager role has been filled, town leaders can now fully focus on the hiring of the sustainability coordinator, a position that will be shared between the planning/ code enforcement department, public works and community services.
“We’ve done first round of interviews and created a short list of candidates for a second round of interviews,” Hall said. The person that is ultimately hired will have to be a jack-of-all-trades, since the position will include work on energy initiatives; solid waste, recycling and composting; coastal and beach monitoring and stormwater compliance.
The hope is the position will be self-sufficient in that the cost savings from some of the energy, solid waste and recycling initiatives launched will pay for the position.
Having the assistant town manager and sustainability coordinator on board, Caiazzo said, will allow town leaders to focus on other aspects of their jobs.
